As a young man, Joel Elam purchased 71 acres of land on the upper side of the Middle Bluestone Creek in Lunenberg County, VA, from William Harris on 7th March 1758 for 21 pounds, 6 shillings. In 1755 Anglo-French rivalry had clashed in the colonies in what was known as the French and Indian War. Joel Elam served as a private in the Lunenberg County Militia under Major William Caldwell. He was reimbursed for his services under the Act for the Defense of the Frontiers passed by the General Assembly of the Colony of Virginia on 14 September 1758.
 
In the autumn of 1759 and the spring of 1760, Joel Elam witnessed deeds in Lunenburg County. It was about this time that he married Phebe.
 
In 1764 Richard Witton, gentleman, took the list of tithes for St. James Parish in Lunenberg County. Joel Elam was assessed 6 tithes and owned seventy acres of land. In nearby Cornwall Parish, where Charles Allen took the list of tithes, were William Elam and Edward Elam who were assessed 2 tithes for 400 acres of land and 1 tithe for 200 acres of land respectively. It has been conjectured that these were brothers of Joel Elam.
 
Mecklenburg County was created from Lunenburg County in 1765 and Joel Elam's land lay within the boundaries of the newly formed county. He was a charter member of Meherrin Baptist Church in Mecklenburg County when the church was organized on 28 November 1779.
 
On 17 November 1775 William Hill of Mecklenburg County made his will in which he bequeathed the greatest portion of his estate including his land, his slaves, his household furnishings, and his livestock to James Elam, the son of Joel and Phebe Elam. In the event James Elam died without lawful heirs, William Hill designed the children of his sister Martha Loathman to receive James Elam's share.
 
With the outbreak of hostilities between the American colonies and Great Britain in 1775, Joel Elam sided with the colonists. He was one of the men from Mecklenburg County who signed a petition, directed to the Virginia House of Delegates, calling for the deportation of all natives of Great Britain who had not shown a friendly disposition toward the American cause. Moreover, the petition called for more severe punishment to be inflicted on those who would depreciate the paper currency of the United States and of the Commonwealth of Virginia upon the credit of which depended the support of the American War.
 
Although apparently too old to bear arms, Joel Elam was patriot, furnishing supplies for the troops during the Revolutionary War. On 9 April 1782, he received payment for his claims for providing 325 hundred weight of beef and 6 1/2 bushels of wheat.
 
According to the 1782 tax list of Mecklenburg County, Joel Elam's household consisted of 11 whites and 1 black. It is probable that his wife, Phebe, was among that number. She was, however, deceased before 3 February 1790 for it was on that date that Joel Elam married Mary Ann Easter in Charlotte County, Virginia. The Rev. John Williams performed the marriage.
 
Joel Elam made his will in Mecklenburg County on 21 April 1798. It was proved on 10 September 1798.

“In the name of God amen. I, Joel Elam of the County of Mecklenburg being of sound and perfect mind and memory do make this my last will and testament in manner and form following. It is my will and desire that all my just debts and funeral charges be firstly paid and discharged and for such estate as it hath pleased god to bestow on me I do bestowe as follows:
 
Item I give unto my sons and daughters namely; Patty Grigg, Alexander Elam, James Elam, Edward Elam, Sabery Grigg, Peter Elam, Pheby Moore and Frankey Graves five shillings each. I give and bequeath unto my grandson, John Elam son of Sabary Grigg when he arrives to the age of twenty-one Twelve pounds; I lend unto my daughter, Polley Elam when she arrives to the age of nineteen years or marries one feather bed and furniture and one horse saddle and bridle the horse to be about twelve pounds value. I lend unto my beloved wife Maryann Elam, all the rest of my estate of what kind soever during her widowhood and (at) her death, it is my will and desire that my son James Easter Elam should have all my lands and should my wife die before the said James Easter Elam should come of age it is my will and desire that he should have my negro man Jerry until he arrives to the age of twenty-one years at which time it is my will and desire that my son Alexander Elam should have the said Jerry. It is my will and desire that the rest of my estate be equally divided between my son James Easter Elam and my daughter Polley Elam. But should James Easter Elam and Polley Elam or either of them die without any lawfully begotten of their bodies, it is my will and desire that my son Alexander Elam should have his/her or their parts to them their heirs forever and lastly, I do appoint my son Alexander Elam and my wife Maryann Elam Executors of this my last Will. In witness whereof, I have hereunto set my hand and seal this Twenty First day April One Thousand Seven Hundred and Ninety Seven."
