Garland was the third child of twelve children born to Absolom E. Hurt Sr. (1803 - 1867) and Ann Samples (1804 - 1845). Garland married Jane Ball, daughter of an Unknown Mr. Ball and Elizabeth Martha (Ball) Ball in 1847. They had six children:
